Regulations

Effective July 1, 2024, these regulations supersede all regulations with respect to parking on campus, and are subject to change without notice. Any questions relating to parking on campus should be directed to College of Charleston, Campus Services HQ, 66 George Street, 29424; 843.953.1100; campusservices@cofc.edu. (Campus Services HQ is located on the ground floor of the Joe E. Berry residence hall. Our physical address is 162 Calhoun Street.)

Parking is very limited on the College of Charleston’s campus. Visitors to our campus, as well as members of the general public, are encouraged to park in a parking garage or at a parking meter on a space available basis.

INTRODUCTION


A. Granting Authority - South Carolina Revised Statute "56-21-10". Authority of governing boards: "Governing Boards of State institutions may employ security personnel and make traffic regulations. The governing boards of all State institutions which provide for the operation and parking of vehicles upon the grounds, streets, drives and alleys or any other institutional property under its control are hereby authorized to employ security personnel and to promulgate such traffic regulations as may be deemed necessary. Such regulations may include the following:

  1. Fixing the rate of speed;
  2. Assigning parking spaces and designating parking areas and assessing charges therefore;
  3. Prohibiting parking in certain areas;
  4. Removing vehicles parked in violation of regulations at the expense of the violator;
  5. Instituting a system of registration for vehicle identification;
  6. Issuing parking and traffic tickets. HISTORY: 1962 Code 46-771; 1972 (57) 2268."

B. Finances - The construction, improvement, and maintenance of all College parking facilities are financed solely through permit sales, fines and gate receipts. In addition, all money expended for the administration of Parking Services comes from these same funds. No state funds may be used for any of these purposes. Fees described herein are subject to change subsequent to appropriate administrative review and approval.

C. Scope of Regulations - College Parking Regulations are issued supplemental to all applicable state laws and city ordinances. Users of the College of Charleston campus should be aware that City of Charleston ordinances regulating private conduct including, but not limited to, traffic regulations will be enforced on the College of Charleston campus in addition to these Regulations. These Regulations apply to all persons while on the College campus in the manner described in detail below. These Regulations are in effect at all times, including vacation and recess periods. These Regulations apply to all persons driving any motor vehicle, including state and federal government-owned vehicles.

D. The Regulations contained within may not be altered or amended by any authority other than The Office of Business and Auxiliary Services and/or the Executive Vice President of Business Affairs.

E. Definitions
  1. "ACCESSIBLE PARKING SPACE" includes all handicapped parking spaces on the College of Charleston campus. These spaces are marked by a College of Charleston accessible parking sign.
  2. "AUTOMOBILES" include all motor vehicles (e.g., cars, pickup trucks, vans, recreational vehicles, buses, etc.) except motorcycles and mopeds.
  3. "BOOT" shall be defined as a mechanical device used to immobilize a vehicle.
  4. "CAR POOL" shall be defined as an arrangement whereby two or more commuters travel together in one car, sharing the cost and often taking turns sharing the car used. The intent of a car pool permit is to accommodate ride sharing.
  5. "EMERGENCY VEHICLES" shall be defined as vehicles operated by fire departments, law enforcement agencies, or ambulance services for the protection and preservation of life and property, and that are equipped and operated as emergency vehicles pursuant to State Laws.
  6. "FACULTY MEMBERS" include faculty with the rank of full-time instructor or above; full-time or part-time employees on regular appointments; and certain faculty as designated by the President or his representatives.
  7. “FRESHMAN” shall be defined as a student with fewer than 60 EARNED credit hours on file with the Registrar. (Please note that this definition is for parking purposes only, and does not imply that a student with more than 30 credit hours is considered a Freshman by the College of Charleston in any context other than parking.)
  8. "HANGING PERMIT" shall be defined as a parking permit designed to be hung from the support post of the rearview mirror.
  9. "IMMOBILIZE" shall be defined as the securing of the vehicle with a mechanical device, typically a boot.
  10. "MOTORCYCLES" shall be defined as any motor vehicle designed to travel on not more than three wheels in contact with the ground, and for the purpose of College of Charleston Parking Regulations includes mopeds, motor scooters, motorized bicycles, skateboards with motors, etc. Please note that there is no distinction between motorcycles and mopeds for permitting and ticketing purposes, regardless of the size, capacity, and/or horsepower of the vehicle’s engine.
  11. "PARKING PERMIT" shall be defined as a permit issued by Parking Services to an individual as authorization for parking a vehicle on the College of Charleston campus.
  12. "SERVICE VEHICLES" shall be defined as any vehicle that is used in the official conduct of business or provision of goods or services to or for the College of Charleston.
  13. "STAFF MEMBERS" include all members of the administration employed on a full-time or part-time basis not otherwise designated as a student or faculty member.
  14. "STUDENTS" include all persons doing graduate or undergraduate work, including continuing education students on the College of Charleston campus.
  15. "TOWING" shall be defined as the method of removal of a motor vehicle from a parking space.
  16. "VEHICLE" includes all motor-driven vehicles including but not limited to "automobiles" and "motorcycles". This definition includes utility/service carts.
  17. "VISITOR" shall be defined as any person who is not a "student", "staff member", "faculty member" or "service agency" as defined in these Parking Regulations.
  18. "WINDOW PERMIT/DECAL" shall be defined as a parking permit attached to the exterior rear windshield on the driver's side with the supplied adhesive.
  19. "WORK SITE" shall be defined as any area within which construction or maintenance to the College's buildings, grounds, or property is under way.

II. REGULATIONS

A. General Regulations - The effectiveness of any parking system is dependent on compliance with, and the enforcement of regulations by everyone. The following Regulations should be thoroughly read and understood to avoid possible violations:

  1. Any vehicle parked on campus requires a valid College of Charleston parking permit, and is subject to the College of Charleston Parking Regulations. Permits are valid only in the specific lot for which they are issued except as noted below.
  2. These Parking Regulations shall be enforced by Campus Services HQ and the Department of Public Safety on all properties within the jurisdiction of the College of Charleston, including College parking areas not fully and directly controlled by Campus Services HQ.
  3. Parking violations and any associated citation and impoundment fines are deemed the responsibility of the registered owner and/or driver of the involved vehicle. Registered owners and drivers are identified through College records and license plate listings with the appropriate state department of motor vehicles.
  4. In the event of mechanical failure of a vehicle, Campus Services HQ must be immediately advised of the vehicle's location, description and license plate number to avoid possible citation or tow. Please call Public Safety after regular business hours at 843.953.5609 to report any disabled vehicle.
  5. Abandoned vehicles may be towed and impounded in accordance with the State Abandonment Law. Vehicles may be considered abandoned if they are not currently registered and/or operational at all times.
  6. The College of Charleston assumes no responsibility for the care and protection of any motor vehicle or its contents at any time that the vehicle is operated or parked on campus.
  7. Counterfeiting, altering, defacing, or transferring a parking permit/gate card to another person or motor vehicle to whom the permit/card was not issued, and/or giving false information in any application or hearing, is considered a violation of State Statutes and may be investigated as a criminal matter by the Public Safety Office.
  8. Parking at the College of Charleston is allowed only in those areas designated as parking zones by signs and/or stripes. Vehicles parked in areas not specifically posted and/or striped as parking areas may be subject to citation, immobilization, and/or towing. Furthermore, vehicles parked in College of Charleston parking lots and/or garages are expected to fit properly into the space in which they are parked.
  9. Skateboards, in-line skates, roller skates, etc. are prohibited in campus parking lots, garages, and any place prohibited by sign.
  10. Imputed Knowledge of Regulations - Anyone bringing a vehicle to the College of Charleston campus has the responsibility to obtain and read a copy of the current Parking Regulations and to comply with these Regulations.

III. PARKING PERMITS

A. Parking permits are sold and administered by Campus Services HQ. Due to the shortage of parking on campus, available permits are very limited. Persons who have outstanding parking fines will not be issued a parking permit/gate card.

  1. Issuance of Permits - The College of Charleston issues a variety of permits as described in sections C through L below.
  2. Permit Fees – A listing of permit fees can be found on the College of Charleston’s website under “Parking Services” or obtained from Campus Services HQ.
  3. Change in Residence, Vehicle and/or License Plates - Anyone bringing a vehicle to campus that changes residence, vehicle and/or license plates after initial registration must submit notification to Campus Services HQ. Failure to do so may result in continued responsibility for citations and a loss of parking privileges.
  4. Replacement Permits are available on an as needed basis. 
    a. The permit holder is responsible for removing permits prior to selling or trading a vehicle. Failure to return the original permit or remnants of the permit to Campus Services HQ will result in a $10 replacement fee.
    b. If the permit is lost or stolen, the permit holder must complete a permit replacement form and pay a $10 replacement fee in order to receive a replacement permit. The replacement fee for gate cards is $20.
  5. Due to the demand for parking, the College will only sell one permit per person. A person who alternates between an automobile and a motorcycle must choose to purchase either an automobile permit or a motorcycle permit. 
  6. Upon cancellation on the part of the registrant, valid permits must be removed and returned to Campus Services HQ. Permit holders will continue to be responsible for the cost of the permit until it has been returned to Campus Services HQ.
  7. Refunds for parking fees will be issued on a prorated basis. The College of Charleston reserves the right to deny pro-rated refunds for the return of Aquarium and George garage permits for which the College of Charleston has already paid the City of Charleston.
  8. Refunds for magnetic garage card and gate access card deposits will be issued only within thirty days of the last day of the semester for students and within thirty days of the last day of the academic year for employees. Refunds will not be issued for cards returned after the allotted time period.
  9. The lot restrictions that are posted on the signs at the entrance to each lot are applicable unless Campus Services HQ issues notification that officially amends the lot restrictions for a specific timeframe. No department other than Campus Services HQ has the authority to issue any parking directive.
  10. Due to the very limited number of permits available to sell, we cannot sell permits to employees who have been terminated or are retired, the only exception being retirees who are actively teaching classes on campus. Furthermore, we cannot sell permits to students who are not enrolled in classes for the current term. Misrepresentation of an employee's or student's status for the purpose of purchasing a parking permit will lead to consequences as detailed below under Section V, letter A, number 13.

B. Permit Display – All permit holders are responsible for properly displaying their permits as described below.

  1. All window permits shall be totally attached with the supplied adhesive to the exterior rear windshield on the driver's side.
  2. All hanging permits shall be hung on the inside rearview mirror with lot identification facing toward the front of the vehicle so that it can be easily viewed from the outside of the vehicle. These permits may be transferred only between those vehicles registered under that permit with Campus Services HQ. Permits are non-transferable between individuals, unless such persons are co-owners of the permitted vehicles or are registered as part of a car pool. Only one permit will be issued to each permit holder.
  3. All dashboard passes must be placed on the dash above the driver's steering wheel, and high enough on the dash to be in clear sight.
  4. Motorcycle permits should be placed on the windshield, front wheel cover, or fork.

C. Faculty and Staff Permits – Employees are assigned parking for the academic year, and those who require parking must submit a permit request in advance each year.  

  1. Parking Eligibility - Employee parking assignments are based on an employee's parking eligibility date, which includes all years of state employment plus any temporary service time at the College of Charleston.
  2. Permit Request – Employees who require parking must submit a permit request through their parking accounts in My Charleston each year. Notification will be sent to official College of Charleston employee email accounts when the permit request period for the next academic year opens. After the permit request period closes, employees may request permits in person at Campus Services HQ.
  3. Permit Assignment - Employees who request permits during the open permit request period will receive notice of their parking assignments via their official College of Charleston email accounts. Any employee who requests a permit and does not receive assignment notification by the date provided in his or her request confirmation email should contact Parking Services.
  4. Permit Payment – Every employee who receives an assignment, including those who wish to pay via payroll deduction, is required to pay for his or her permit online via MyPortal. Assignment notifications will contain step-by-step payment instructions.
    1. Parking fees can be paid using the payroll deduction method. Persons who park in WG or AG      garages or in a gated lot and opt to use the payroll deduction method must pay the $20 refundable gate card deposit in Campus Services HQ.
      1. All payroll deductions will be taken on a post-tax basis (i.e., after all applicable taxes have been deducted).
      2. Parking fees for temporary employees and adjunct faculty using the payroll deduction method will be deducted on a post-tax basis from the first twelve (12) paychecks for the academic year.
    2. Parking fees can also be paid in full in advance in Campus Services HQ by check, cash, money order, Cougar Card, and MasterCard, Visa, American Express, or Discover card. There are no additional fees for using a credit card online or in Campus Services HQ.

5. Permits purchased online will be mailed to employees’ home addresses prior to the first day of classes for the Fall semester.

6. Employee permits are valid beginning on the first day of class for the Fall semester and expire on the day before the first day of classes for the following Fall semester.

7. Employee permits are valid in any faculty/staff surface lot excluding "WA" lot and “B” lot after 3 PM Monday through Friday and all day on Saturday and Sunday.

8. Returning a Permit - Employees leaving the College prior to the end of the academic year must return their parking permits/gate cards to Campus Services HQ before leaving. Upon receipt of a returned permit/gate card, Campus Services HQ will stop the employee's payroll deductions and/or issue a pro-rated refund.

9. Monthly permits – The following groups of employees are eligible to purchase permits on a monthly basis: Contractors (ex. Aramark, Barnes & Noble), temporary employees, and adjunct professors. Monthly permits are available in PG Garage (choice of 24/7 access, afternoon/evening access, or evening-only access, depending upon work schedule) or LK Lot. Eligible employees may visit Campus Services HQ to inquire about rates.


D. Student Permits – Students are assigned parking for the semester, and those who require parking must submit a permit request in advance each semester.

  1. Parking Eligibility – THE COLLEGE OF CHARLESTON DOES NOT SELL PERMITS TO FRESHMAN RESIDENCE HALL STUDENTS. Student parking assignments are based on the student's cumulative credit hours earned and on file in the College of Charleston Office of the Registrar.
  2. Permit Request – Students who require parking for the Fall and Spring semesters must submit a permit request through their parking accounts in My Charleston in advance each semester. Notification will be sent to official College of Charleston student email accounts when the permit request period for the next semester opens. 
    a. After the permit request period closes, students may purchase permits at the “first-come, first-serve” permit sale held prior to the start of the Fall and Spring semesters.
    b.  Transfer students, incoming commuting freshmen, and new graduate students will be able to purchase their permits at the “first-come, first-serve” permit sale held prior to the start of the Fall and Spring semesters.
    c. Permits for the Summer Sessions may be purchased in the Campus Services HQ beginning in May. 
  3. Permit Assignment –Students who request permits during the open permit request period will receive notice of their parking assignments via their official College of Charleston email accounts. Any student who requests a permit and does not receive assignment notification by the date provided in his or her request confirmation email should contact Campus Services HQ.
  4. Permit Payment – Each student who receives an assignment is required to pay for his or her permit on or before the payment deadline date as noted in the assignment notification. Permits not purchased by the payment deadline will result in a forfeiture of the permit assignment.  Permit fees can be paid by MasterCard, Visa, American Express, Discover card, Cougar Card, cash, check or money order.  There are no additional fees for using a credit card online or in Campus Services HQ.
    a. Permit fees can be paid online via MyCharleston.  Assignment notifications will contain step-by-step instructions for paying for your permit online.
    b. Students who wish to pay by check, cash, money order, or Cougar Card may pay for their permits in Campus Services HQ.
  5. Students who pay for their permits online via MyCharleston will receive their permits in the mail at their home addresses prior to the first day of class for the semester.
  6. “First-Come, First-Serve” Permit Sale – Eligible students may purchase permits in person at Campus Services HQ any time during or after our “first-come, first-serve” permit sale.  “First-come, first-serve” is generally held during the week prior to the first day of classes for the Fall and Spring semesters. Information for the “first-come, first-serve” permit sale will be emailed to all students in advance of the sale date, and the sale date will be posted on the College of Charleston’s parking and transportation website in the Students section.
  7. Current semester's permits are valid beginning on the first day of classes for the semester, and they expire on the final day of exams of that semester.
  8. Student permits are valid in any student surface lot after 3 PM Monday through Friday and all day on Saturday and Sunday.

E. Handicap Accessible Permits - A College of Charleston accessible parking permit must be displayed on any vehicle parked in a College of Charleston accessible parking space.

  1. Employees – In order to purchase an accessible permit, a valid South Carolina state-issued handicapped parking placard must be presented as documentation to Campus Services HQ. Employee accessible permits will be sold to requesting employees once the placard and/or vehicle registration has been verified with the Department of Motor Vehicles. The accessible permit allows that employee to park in any marked accessible surface lot space on the College of Charleston campus. Employees who require accessible parking should complete a permit application each academic year, and must supply Campus Services HQ with a copy of their state-issued handicap placard or the vehicle registration for their state-issued handicap accessible license plate.
  2. Students – In order to purchase an accessible permit, a valid South Carolina state-issued handicapped parking placard must be presented as documentation to Campus Services HQ. Student accessible permits will be sold to requesting students once the placard and/or vehicle registration has been verified with the Department of Motor Vehicles. The accessible permit allows that student to park in any marked accessible surface lot space on the College of Charleston campus. Students who require accessible parking should apply in person at Campus Services HQ, and must supply Campus Services HQ with a copy of their state-issued handicap placard or the vehicle registration for their state-issued handicap accessible license plate.

F. Motorcycle and Moped Permits – Motorcycle/moped permits are available through the permit request process for both employees and students, or they can be purchased in Campus Services HQ.  The parking of motorcycles and mopeds is permitted in designated areas located in the “AD” and "PP" lots, between the Berry and McAlister residence halls, and next to the Treasurer’s office on Calhoun St. Valid lot-specific permits are required for each of the motorcycle areas. 


G. Evening Permits – Employees or students who require parking after peak parking hours may purchase an evening permit.

  1. Employees – Campus Services HQ issues evening faculty/staff permits that allow employees to park in any faculty/staff surface lot excluding "WA" and “B” lots after 3 PM Monday through Friday, and all day on Saturday and Sunday. Afternoon/Evening permits for the PG Garage will be sold at a slightly reduced rate and are valid in the PG Garage ONLY from 1:45 PM through 7:59 AM Monday through Friday and all day on Saturday and Sunday. Evening-only permits for the PG Garage will be sold at a reduced rate and are valid in the PG Garage ONLY from 4:45 PM through 7:59 AM Monday through Friday and all day on Saturday and Sunday.
  2. Students - Campus Services HQ issues evening student permits that allow students to park in any student surface lot after 3 PM Monday through Friday, and all day on Saturday and Sunday. Campus Services HQ also sells evening-only permits for the PG Garage. PG Evening permits are valid in the PG Garage ONLY from 2:50 PM through 7:59 AM Monday through Friday and all day on Saturday and Sunday. Students who live on campus will not be eligible to purchase an evening-only parking permit.

H. Temporary Permits - Employees or students who will temporarily not have the use of the vehicle(s) to which their permits are associated should contact Campus Services HQ to determine whether or not a temporary permit is necessary. Temporary permits are issued at the discretion of Campus Services HQ, and the permit holder must present the vehicle registration for the temporary vehicle in order to receive a temporary permit.


I. Car pool Permits – Employees or students wishing to participate in a car pool must make this request in person in Campus Services HQ, with both members of the prospective carpool present. One request should be submitted in the person's name that has the highest seniority. A vehicle registration must be presented for each vehicle that may be driven by a car pooler, but only one permit will be issued. Residence Hall students are not eligible to participate in a car pool. All participants in a carpool must carry the same classification (employee OR student).


J. Service Vehicle Permits - Service vehicle spaces are marked on the campus map. Permits for these spaces are available in Campus Services HQ for non-College affiliated agencies whose employees require use of their vehicles in order to conduct business with College of Charleston departments. Service permits authorize temporary parking for the time period shown on the pass, and shall be restricted to parking within spaces designated by a sign that reads "Service Vehicle Parking Only."


K. Guest Passes – Departments that wish to provide parking for official guests of their department in one of the college-owned or city-operated parking garages may pick up a "Guest" pass from Campus Services HQ. The department will be charged for these passes at the end of each month. Guest passes are intended for official guests of the College and cannot be issued to or used by College of Charleston employees or students.


L. VIP Parking Passes – Departments with VIP spaces may provide their official guests with VIP parking passes that must be displayed on the vehicle’s dashboard while the guest is parked in the VIP space. The templates used for these passes will be provided by Campus Services HQ. VIP passes are intended for official guests of the College and cannot be issued to or used by College of Charleston employees, students or service providers.

IV. General Public/Visitor Parking


A. Due to the shortage of parking on the College of Charleston campus, there is no permitted parking designated for the general public or visitors to campus.    

  1. Short-Term Parking - Short-term parking is available at any meter or parking garage. Garages located close to campus include the St. Philip Garage, located at 81 B St. Philip next to the AT&T Building, the George Garage, located near the intersection of George and St. Philip Streets (next to CVS), and the Wentworth Garage, located at the intersection of Wentworth and St. Philip Streets.
  2. Handicap Accessible Parking - Accessible parking is available in any parking garage staffed with a cashier or at any city meter, and is free of charge to persons with valid state-issued handicap placards. Accessible parking is available to visitors on campus in marked handicap accessible spaces after 4 PM Monday through Friday, and all day on Saturday and Sunday. A state-issued handicapped placard must be properly displayed on any vehicle parked in an accessible parking space during these times.
  3. Motorcycle/Moped Parking - There are no motorcycle/moped spaces available for guests, with the exception of the MA Lot (located within the AD Lot) after 3:45 PM on weekdays and all day on weekends. Motorcycles and mopeds are prohibited in the parking garages on and near campus, but are allowed to park in the metered street spaces around the campus.
  4. Evening Parking – Limited evening public parking is offered on a space-available basis in the following location: AD Lot after 6 PM Monday through Friday and all day on Saturday and Sunday (excludes all reserved spaces). Time restrictions and available locations are subject to change. Verify time restrictions with the sign posted at the entrance to a lot before parking in that lot.

 
V. VIOLATION OF REGULATIONS


A. Citations and Fines - The College of Charleston issues citations for violation of these Parking Regulations. Violations and associated fines are listed below:

  • Parking a vehicle on College property without a current/valid permit: $35 fine
  • Parking a vehicle in any campus lot or designated parking area for which the displayed permit is not valid: $35 fine
  • Parking a vehicle outside a legal space, occupying two spaces, or parking parallel in an area not authorized for parallel parking: $35 fine
  • Parking a vehicle in an area designated for service vehicles: $35 fine
  • Parking a vehicle in an area obstructing trash collections: $35 fine
  • Parking in any reserved parking space on campus without the appropriate permit displayed: $35 fine
  • Blocking handicapped access or unauthorized parking in an accessible parking space: $150 fine
  • Parking in a College of Charleston handicap accessible space without a current/valid College of Charleston-issued handicap accessible permit, but displaying a valid state-issued handicap placard or license plate: $35 fine
  • Parking overtime in a loading/unloading zone: $35 fine
  • Parking a motorcycle, moped, or motor scooter in any area not designated for motorcycle parking:  $35 fine
  • Parking in a fire lane or blocking a fire lane (designated by fire lane signage and/or a yellow or red curb): $150 fine
  • Parking a vehicle on pedestrian pathways, on sidewalks or crosswalk areas or on landscaped areas including gravel, dirt and lawn; obstructing areas necessary for vehicular movement (e.g. thoroughfares, driveways, parking lot aisles); parking in prohibited areas; or parking in any other area not designated as a legal space: $35 fine
  • Permit not properly displayed: $15
  • Using an altered, counterfeit, lost or stolen permit/gate card, one that was issued to someone else, or one obtained on the basis of false information: $150 fine. Incident will be reported to the College's Honor Board and/or the Vice President of Human Resources.
  • Bypassing, removing, or defacing a parking control device, or accessing a barricaded area: $50 fine
  • Parking a vehicle illegally and not displaying a license plate or VIN number: $50 fine and vehicle will be immobilized and/or towed at the owner’s expense.
  • Other violations of the College of Charleston Parking Regulations: $30 fine

B. Payment of Fines - Parking fines may be paid to the College of Charleston by mailing the citation along with a check or money order to the address shown on the citation, dropping it in the payment box at Public Safety, paying online through the College of Charleston’s online citation payment portal, or by making payment atCampus Services HQ. A citation is nullified when paid in full. Failure to pay or appeal a citation within 15 calendar days of the issue date will result in a $15 late fee.


C. Penalties – In addition to the issuance of citations, the College of Charleston reserves the right to implement the following penalties for violation of these Parking Regulations.

  1. $15 late fee will be added to citations that are not paid or appealed within fifteen calendar days of issue date.
  2. Persons who have outstanding parking fines will not be eligible to purchase a parking permit/gate card.
  3. Vehicles may be immobilized for accrual of two or more unpaid parking citations more than fifteen days old. Vehicles immobilized for a period of time longer than twenty-four hours will be towed. A $50 boot fee will be added to the outstanding fines for any immobilized vehicle, and ALL fines must be paid in full for the boot to be removed from the vehicle.
  4. Previously immobilized vehicles can be automatically immobilized or towed when parked illegally on campus.
  5. Vehicles blocking in other vehicles, vehicles parked illegally for more than 48 hours, vehicles parked in a fire lane, vehicles parked in reserved spaces, vehicles parked illegally in accessible spaces, or vehicles that are parked in the Sottile Theatre loading zone without a Sottile Theatre loading zone permit can be automatically immobilized and/or towed at the discretion of Parking Services or Public Safety.
  6. Any motorcycle, moped, or motor scooter found to be parked in any building, attached to any building, or in any other area not designated as motorcycle/moped parking can be immobilized and/or towed at the discretion of Campus Services HQ or Public Safety.
  7. When towed, the driver of the vehicle is responsible for paying all outstanding parking fines owed to the College in Campus Services HQ or at Public Safety after normal business hours. A $50 tow fee will be added to the outstanding fines for any towed vehicle, and ALL fines must be paid in full for the vehicle to be released from the tow company. After outstanding parking fines are paid in full, Public Safety will issue a release form that must be taken to the tow company. The vehicle will be released after all towing fees have been paid in full to the tow company.


D. Administrative and Disciplinary Sanctions - The College may impose administrative and disciplinary sanctions upon students and employees for violation of these Parking Regulations. 

  1. Sanctions directly imposed by Parking Services include the encumbrance of records, grades or both, and/or the withdrawal or suspension of campus parking privileges.
  2. The Dean of Students or the Vice President of Human Resources may impose oral or written reprimands in addition to other disciplinary actions.

VI. CITATION APPEALS


A. General Guidelines for Appeals - Failure to follow the procedures for appeal will result in the assessment of appropriate fines and a waiver of the right to appeal.

  1. The Parking Adjudication Board consists of faculty, staff, and students who are not employees of Campus Services HQ. The Parking Adjudication Board, hereafter referred to as PAB, reviews all citation appeals.  The Board's decision constitutes the final decision on the matter and there is no option for a second appeal.
  2. The following reasons are not considered valid and will not be accepted by PAB:
    a. Lack of knowledge of these Regulations.
    b. Tardiness due to class or appointment.
    c. Disagreement with amount of fine.
    d. Violation was of short duration.
    e. The lot in which the violation occurred was not full.
    f. Appellant's designated lot was full.
    g. Appellant does not submit documentation that verifies that College personnel misinformed him/her.

B. Parking Citation Appeals Process

  1. Filing an Appeal – Employees and students can file appeals in their Parking Account in My Charleston. Individuals who are not employees or students at the College of Charleston may file appeals in our online portal [insert link here], or may request a paper appeal form from Campus Services HQ. All appeals must be submitted within fifteen (15) calendar days of the citation issue date.  When an appeal is filed the citation will be noted as "pending" in the records system until the appeal is satisfied.
  2. Appeal Review – All appeals that are filed with Campus Services HQ will be reviewed at the next scheduled PAB meeting. PAB meetings are closed to anyone who is not a member of the Parking Adjudication Board. Meetings are coordinated around the schedules of the PAB members; since schedules vary from semester to semester, there is no set schedule for PAB meetings. A citation will not accumulate late fees as long as it is under appeal, no matter when the next PAB meeting is scheduled.
  3. Appeal Results – Appellants can select to be notified of their appeal results by email or letter. There are three different types of appeal results:
    a. Appeal upheld: Citation is dismissed and no fines are due.
    b. Appeal denied, fine reduced: Citation is upheld, but the PAB reduced the amount of the fine due.
    c. Appeal denied: Citation is upheld and the fine(s) associated with the citation must be paid.
  4. Paying Fines After Appeal Result Notification – Once notification has been sent to the appellant, any fines due must be received by Parking Services within ten (10) calendar days of the date that the notification was initiated by Campus Services HQ. Failure to pay within ten (10) calendar days will result in the addition of a $10 late fee.
  5. Satisfaction of the Appeal - The appeal is satisfied when the citation has been dismissed or when the appellant receives notification that payment is due and pays the assessment. Once satisfied, the appeal is nullified. The Parking Adjudication Board's decision constitutes the final decision on the matter and there is no option for a second appeal.

VII. EXCEPTIONS


A. Overflow Parking - At times, the lot for which a permit is assigned may be full. In such cases permit holders shall park in another lot of the same designation, e.g. students with surface lot permits will park in another student surface lot, and faculty/staff members with surface lot permits will park in another faculty/staff surface lot. In order to avoid receiving a citation, Campus Services HQ must be notified of the alternate location and vehicle information immediately. Notify Public Safety after hours. Campus Services HQ will send an officer to any lot that is reported to be full to verify that there are indeed no available spaces for permit holders.

B. Loading Zones - Limited parking for the purpose of loading/unloading a vehicle is permitted in loading zones located on campus and designated by a loading zone sign. Time restrictions (generally 20 minutes maximum) are posted at each loading zone. A permit is not required for vehicles parked in a loading zone, unless otherwise posted. Vehicles parked over the posted time limit are subject to being ticketed and/or towed.

C. Special Events – During any campus event Parking Services will control parking lots and/or parking garages in conjunction with Public Safety. Event parking information will be communicated to all affected parties in advance, or can be obtained by calling Parking Services at 843.953.7834. Event participants should never assume that a particular parking area is available to them, and should consult with Campus Services HQ if they have any questions about event parking. Failure to heed instructions of Campus Services HQ and Public Safety Officials will result in the issuance of a citation and possible towing.
